I have rats in my house,i have been complaining to my landlord for 3 months and she still has done nothing.?

i have a section 8 voucher and i have withheld my rent for 3 months because she wont fix the problem. today she served me with a 30 day correct or vacate notice at my job.i have three small kids and im not sure on what to do next.
