New Years Eve Fashion Problem!?

Okay, well I've decided to go to my town's New Years Eve bash and the flyer says to wear Trendy/Upscale attire. What does that mean? Is it Upscale as in a nice outfit like you're going to a wedding, the prom, a club or what? I've never been to one of these so I haven't got a clue! Help please!
