My dog was scooting?

My dad just yelled at Judge because he was "rubbing his on the carpet", AKA scooting along and leaving his bacteria. I've seen him do it once, but that was months ago and he never needed his glands expressed. When is it necessary for him to have them done? Do dogs just scoot for fun sometimes?
