Josef Fritzl basement children?

The news articles say the kids can speak, they just have to concentrate very hard to speak in a way that's understandable to others. Why is this surprising? We know that isolated societies develop their own accents and idiomatic ways of speaking - and the smaller and more isolated, the "weirder" their manner of speech becomes. The basement was a very small, very isolated society.
